Civil Engineering Services for Street Lighting Systems, Framework Agreement 2027-2028

Framework agreement for civil engineering services for the construction of street lighting systems in Dresden. The total service is divided into 4 lots, each with a maximum value of 750 TEUR gross, and individual orders up to 89.25 TEUR gross. The duration of the framework agreement is from 01.01.2027 to 31.12.2028. Bidders can be awarded a maximum of one lot; offers must be submitted for all lots. Required proofs include prequalification or self-declaration of suitability (no severe misconduct, payment of taxes/duties/social security contributions, no insolvency), register entries, membership in professional association, annual turnover, at least 3 comparable references from the last 5 years, availability of personnel, details on subcontractors. If shortlisted, an exemption certificate according to § 48b EStG, business registration, reference certificates, and details on employee numbers must be submitted. Additionally, proof of qualification for the person responsible for safety work at construction sites according to the MVAS guideline (Merkblatt über Rahmenbedingungen für erforderliche Fachkenntnisse zur Verkehrssicherung von Arbeitsstellen an Straßen) is required. Alternative offers and multiple main offers are not permitted. A bidding consortium must be jointly and severally liable and appoint an authorized representative.
