Training center for eligible beneficiaries: systematic, structured, and verifiable integration into the labor market by assessing and developing individual competencies and vocational perspectives, and reducing personal, social, and structural barriers. Goals include the activation and vocational integration of participants, transition to follow-up measures (qualifications, retraining), or establishing employability, including stabilizing personal life, building fundamental key competencies, and clear vocational orientation. This involves determining individual resources and potentials, reducing multiple integration obstacles, developing vocational perspectives and integration strategies, introducing to the labor market and integrating into work, and preparing for the next integration step. The contractor provides work fields and practical testing opportunities in sales, household management, warehousing, logistics, and landscaping (e.g., in own workshops, training companies) and facilitates external internships/company trials, actively supporting the search for suitable placements. Additionally, AQB funds from the State of Hesse are financed for workshops on health, support services for addiction management, financial security/stabilization, and clarification of participants' health resilience, for which a separate contract will be concluded. The target group consists of eligible beneficiaries (eLb) entitled to SGB II benefits, available for work at least 20 hours/week, possessing sufficient capacity for practical trials, exhibiting multiple integration obstacles, and requiring intensive, structured support. Common characteristics of this target group include qualification, motivational, psychosocial, and health barriers, as well as distance from the labor market. The contract duration is 15 months (January 1, 2027, to March 31, 2028) with two extension options of 15 months each (April 1, 2028-June 30, 2029, and July 1, 2029-September 30, 2030), each with an inflation adjustment of 2.5%. The decision regarding extensions rests with the client. The service must be provided continuously without vacation days. 100 participant places must be maintained throughout the entire duration. The program is conducted part-time five days a week, with an assigned time of a minimum of 20 and a maximum of 30 hours per participant, averaging 25 hours per week. Of this, the weekly average per participant includes 2 hours for coaching, 17 hours for practical work, 3 hours for SGB II-funded workshops, and 3 hours for AQB-funded workshops. The individual assignment duration is 6 months, with flexible entry and the aim of timely re-filling of vacant places. The location of service provision is the city area of Wiesbaden, at a site with suitable infrastructure and good public transport accessibility. The total estimated contract value is €5,299,301.88.
