Supervision and Coordination Services for Kellon Upper Secondary School in Oulu

Consulting services for the Kellon Upper Secondary School project in Oulu: construction supervision, safety coordination, moisture management coordination. P1-purity management coordination is optional. The project includes the new construction of Kellon Upper Secondary School, demolition of the existing upper secondary wing, modifications to existing school buildings, and courtyard construction at Kellon koulu, Kylätie 6, 90820 Oulu. Implementation is via a collaborative SR contract, with contractor selection planned for September 2026. The development phase (KAS) starts in September 2026, the implementation phase (TAS) in March 2027. New construction is from April 2027 to July 2028, demolition of the upper secondary wing from June to October 2028, and sealing of the connection point between the primary school and the demolished upper secondary school from June to August 2028. Minor modifications to the primary school are scheduled for summer 2027 or summer 2028. Commissioning of the new building is planned for August 2028, with the courtyard to be completed by November 2028 (final completion by August 2029). The Kuivaketju10 operating model is applied. The construction supervisor and safety coordinator must be different persons. The assignment starts in November 2026, partial acceptance of the new building is estimated for August 2028, and final acceptance for November 2028 (estimated), with courtyard completion potentially extending to summer 2029. The warranty period is 7 years. Services include participation in project group and planning meetings, regular site meetings (every 4 weeks), providing situation reports, participation in an estimated 6 additional on-site meetings, and weekly contractor meetings. Four meetings with the building control authority (including 2 preliminary negotiations, site start meeting, final inspection) and 2 supervisory authority site inspections are foreseen. The offer includes required reporting, review of implementation plans, processing of additional and change work offers (technical review), and documentation. Travel expenses within the Oulu city area for meetings and site inspections are included. The estimated contract value exceeds 60,000 EUR (excl. VAT), further items as per the tender documents.
