What are HOAI Service Phases?
The HOAI service phases (LP 1-9) divide planning into nine phases: basic evaluation (2%), preliminary planning (7%), design (15%), approval (3%), detailed planning (25%), procurement preparation (10%), procurement support (4%), construction supervision (32%), and object management (2%).
Since the 2019 CJEU ruling, HOAI fees are no longer binding. Planning services are typically procured through negotiated procedures.
