Before investing time in bid preparation, systematically check whether you meet all eligibility requirements.
Step 1: Exclusion Grounds
Check for mandatory grounds (§ 123 GWB): criminal convictions, tax/social security violations. And optional grounds (§ 124 GWB): insolvency, serious misconduct, competition violations.
Step 2: Professional Capacity
Verify trade register entry, craft register (if required), industry-specific licenses, and staff qualifications.
Step 3: Economic Standing
Confirm revenue exceeds minimums, insurance meets required levels, and bank references are available if needed.
Step 4: Technical Capability
Ensure sufficient comparable references within the required time period, qualified personnel, certifications (ISO), and technical equipment.
Step 5: Formal Requirements
Identify all required forms, check file format requirements, test e-procurement access, and verify sufficient time before deadline.

Rate each criterion as fulfilled, partially met, or not met. If any mandatory criterion is not met, do not participate – invest your resources in a better-matching tender.
