Before investing time in bid preparation, systematically check whether you meet all eligibility requirements.
Step 1: Do any exclusion grounds under § 123/124 GWB apply?
Check for mandatory grounds (§ 123 GWB): criminal convictions, tax/social security violations. And optional grounds (§ 124 GWB): insolvency, serious misconduct, competition violations.
Step 2: Do I have the required professional capacity?
Verify trade register entry, craft register (if required), industry-specific licenses, and staff qualifications.
Step 3: Do I meet the economic standing requirements?
Confirm revenue exceeds minimums, insurance meets required levels, and bank references are available if needed.
Step 4: Are my technical capability and references sufficient?
Ensure sufficient comparable references within the required time period, qualified personnel, certifications (ISO), and technical equipment.
Step 5: Do I meet all the formal requirements of the tender?
Identify all required forms, check file format requirements, test e-procurement access, and verify sufficient time before deadline.
How do I decide whether to participate after the eligibility check?
Rate each criterion as fulfilled, partially met, or not met. If any mandatory criterion is not met, do not participate, invest your resources in a better-matching tender.
