Development of a Post-Quantum Administrative PKI Appliance

Development of an appliance consisting of hardware and software for the issuance and management of X.509 certificates based on post-quantum algorithms (ML-DSA, SLH-DSA, ML-KEM, hybridisation with ECC) for use in the administrative PKI (V-PKI). The service includes the analysis of CA/RA processes, the specification and implementation of the Hardware Security Module (HSM) and the certificate management software (using the Botan crypto library), the creation of approval-compliant documentation (up to VS-NfD), training, support and 12-month maintenance. Required profiles include project management, quality management representatives, hardware and software developers (each with a MINT university degree or equivalent). The scope includes the delivery of 2 appliances with 3 HSMs (production CA, test CA, backup) as well as a purchase option for up to 50 additional appliances within 4 years with a maximum project duration of 30 calendar months (plus 12 months maintenance).

Annual editorial and content update of the BSI study 'Development Status of Quantum Computers' in three revisions (versions 3.0, 3.1 and 3.2) as a combination of service and work contracts. The core technologies include quantum computing, quantum algorithms (Grover, Shor, Simon, Regev), quantum error correction and cryptanalysis. AI Methods in Side-Channel Analysis II

Research and development project for the investigation and further development of AI-supported methods for side-channel analysis of cryptographic implementations: Focus on post-quantum cryptographic procedures and symmetric procedures (e.g., AES) on microcontroller and FPGA platforms. The contractor sets up a measurement/test environment, selects or generates datasets (current/EM, possibly multimodal), and investigates robust model architectures, trace compression, test-time tuning, as well as suitable evaluation metrics and workflows for reproducible evaluations. Optionally, approaches to auto-formalization of selected security proofs will be considered exemplarily. Programming Guide for JavaCards

The subject of the tender is the creation of a 'JavaCard Programming Guide (PLJC)' and the execution of a study on software attacks on JavaCards or JavaCard applets (Project 1024) for the BSI.
