Construction and assembly works for the construction of a 110/15 kV GPZ Świercze electrical substation: macro-leveling of the site, construction of station fencing, grounding and lightning protection system for the 110 kV switchgear area, construction of an outdoor HV switchgear in H5 configuration (primary and secondary circuits, foundation installation, mounting of support structures and equipment, 110 kV busbar installation, cable ducts with drainage, laying of control and signal cables), construction of two HV/MV transformer bays, purchase, delivery, and installation of two HV/MV transformers, 31.5 MVA each, construction of MV cable bridges connecting HV/MV transformers with 15 kV switchgear, construction of roads within the station area and an access road from the municipal road Świercze – Klukówek (plot 82), station area lighting, water connection, station technical building with installations, purchase, delivery, and installation of a 20-bay MV switchgear in the technical building, construction of two auxiliary power bays with adaptive compensating reactors, telemechanics and communication system, pre-stressed concrete tower for the TETRA communication system, station's Technical Protection System, modifications to primary and secondary circuits in Ciechanów and Nasielsk substations, post-assembly tests and measurements of HV and MV equipment, commissioning and startup of HV and MV bays. Execution must exclusively use software, materials, products, or devices originating from EU member states or third countries that are parties to the WTO Agreement on Government Procurement or other international agreements ensuring reciprocal and equal access to the public procurement market, with origin determined according to Article 60(1) and (2) of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code. No ICT products, services, or processes identified by the Government Plenipotentiary for Cybersecurity as having a negative impact on state security or from a supplier deemed high-risk by the minister responsible for informatization. No equipment using fluorinated greenhouse gases with a GWP of 1 or more if the contract completion is after 01.01.2028. The contracting authority will provide an SF6-insulated compact coupler module for the busbar coupler bay, which must be commissioned before 01.01.2028. Partial offers are not permitted. Warranty as described in the tender documents. The order is part of the project "Modernization and construction of 14 electrical substations for smart grid development," seeking financial support from the European Funds for Infrastructure, Climate, Environment 2021 – 2027 (FEnIKS) program, action 2.3.
