Dynamic Procurement System for Fiber Optic Connections for Dataport

Establishment and operation of a Dynamic Procurement System (DPS) for fiber-optic connections (Dark Fiber) in Dataport's state networks: continuous demand due to new installations, relocations, closures, and replacement of existing connections. The DPS will be introduced according to § 120 (1) GWB in conjunction with §§ 22 – 24 VgV, allowing suitable applicants to be admitted throughout its duration. Contract awards will follow the rules of the restricted procedure (§ 22 (2) VgV). Up to 1,000 Dark Fiber connections are planned for award between 2026 and 2033. The majority of existing connections are located in Schleswig-Holstein and will be re-awarded after their minimum contract term (2026-2033). Technical requirements, minimum criteria, and contractual conditions are detailed in the tender documents; a draft exemplary service description is included in the participation documents. Technical requirements and contractual regulations may be adapted or supplemented during the DPS's runtime, and additional, optional minimum criteria can be extended for connections with special requirements. The contractor provides Dataport with a fiber-optic connection (Dark Fiber) between two specified endpoints.
