Fixed-line Voice Telecommunication Services

Fixed-line voice telecommunication services: Provision of VoIP-based voice services as an equivalent to traditional PSTN services and SIP trunk connections to replace existing ISDN30 connections. Analog services are to be provided via a device located at Kunigunda útja 64., connected by 2 independent uplinks to the provider's telephone exchange. 3 ISDN30 services are required, each with the same number ranges, redundantly provided by 2 independent main exchanges in a 2+1 distribution. Alternatively, a direct SIP connection with 2 x 30 voice channels in two separate server rooms at Kunigunda útja 64. is acceptable, with 99.5% annual availability, a maximum latency of 150 ms, and G711 quality. For this, 2 SIP trunks must independently ensure connection to the provider, guaranteeing full number range availability in case of a trunk failure. A total of 90 simultaneous voice channels from the provider side are needed, with the necessary bandwidth and channel licenses. The services must be compatible with an existing Cisco Unified Communications Manager (CUCM) PBX and 2 Cisco ISR 4331-V/K9 gateways, supporting G.711 and G.729 codecs. Number portability for SIP, ISDN30, and analog lines must be ensured. The fixed-line VoIP telephone service enables IP-based voice transmission between the Kunigunda útja 64. building and the provider's central VoIP server via a dedicated IP-based data transmission system, compatible with G3 fax devices and adhering to RFC3261 (SIP), RFC3264 (SDP), RFC3550 (RTP), G711, and G729 standards. The handover interface for the IP-based data service must be RJ-45 Ethernet. Additionally, an L2VPN network for audio program signal transmission in a point-multipoint configuration is required, carrying live commentator audio packages via IP multicast. The root point is at Kunigunda útja 64. with redundant 200 Mbit/s bandwidth, expandable to 1 Gbit/s. At domestic endpoints, 10 Mbit/s bandwidth per location is required, with 0-40 endpoints expected and expandability up to 25 Mbit/s per endpoint. The extension of the L2VPN service delivery point to the commentator station is the provider's responsibility, including the installation of monitorable end devices in protected, lockable, and powered boxes. Expected quantities: 20 analog lines, 40 L2VPN lines, 3 ISDN30 or SIP lines. The contract duration is 12 months from 02.11.2026, 00:00. further items as per the tender documents.
