Electronic Information Boards and Variable Message Signs for Low-Emission Zones in Sofia
Delivery, installation, setup, integration, and connection to an automated control and monitoring system for road traffic in Sofia Municipality: a minimum of 11 new electronic information boards and a minimum of 167 variable message signs, including all accompanying construction and repair works for their commissioning. This includes providing capabilities for data exchange and integration with existing and future information and transport systems. The preparation and submission of all project documentation for the installation of the technical equipment (structures, electronic boards, variable message signs) and the execution of author's supervision are also part of the contract. Additionally, service and warranty maintenance for the delivered and installed technical equipment are included. A centralized software system for the management, monitoring, diagnostics, and visualization of electronic boards, variable message signs, controllers, and communication modules must be delivered, installed, configured, and commissioned. The software must be an on-premises solution installed on the contracting authority's server infrastructure or equivalent infrastructure provided as part of the participant's proposal. It must enable centralized management of all delivered devices, support the NTCIP standard or an equivalent internationally recognized protocol, and ensure communication via Ethernet, optical connectivity, mobile networks (4G/5G), SATCOM, and/or equivalent communication technologies. Furthermore, it must provide monitoring of communication channels, cartographic (GIS) visualization, real-time visualization of messages and diagnostic data, creation and publication of messages (WYSIWYG editor), message scheduling, automatic activation of scenarios, real-time synchronization, multi-user operation, various access levels, logging of actions and events, generation of reports and statistics, central management of device parameters, and integration with external systems via API, HTTP REST, MQTT, or equivalent mechanisms. Future integration with traffic management and low-emission zone systems, as well as C-ITS platforms, must be foreseen. The software must support a "degraded operating mode" where field controllers can execute predefined local scenarios, as well as secure communications, authentication, data encryption, and access control according to cybersecurity requirements.
