The scope includes HOAI service phases 1 to 9. Commissioning will be phased (Service Phase 1: LP 1-4; Service Phase 2: LP 5; Service Phase 3: LP 6-7; Service Phase 4: LP 8; Service Phase 5: LP 9). There is no entitlement to commission all service phases. The buildings remain in operation during the measures.

Planning services for the development of active tourism in Miskolc Lillafüred: Creation of a unified planning concept and coordinated permit preparation for the renovation of the lakeside promenade, the creation of a lake promenade, and the planning of a resting point and observation deck in the vicinity of Lake Hámori. The planning requires consideration of static, geotechnical, water law, traffic, nature conservation, and landscape architectural aspects. The principle of local water retention according to Government Decree 147/2010. (IV.29.) Art. 4 § (6) must be applied, as well as the method for preserving biological activity according to Natura 2000 and BNPI regulations. A minimum 36-month warranty for the entire planning documentation is required. The project affects a Natura 2000 area and the operational area of the Bükk National Park Directorate. Partial bids are not permitted.
