Ticket Control and Debt Collection for Public Transport in Gdańsk (2027-2030)

Ticket control and debt collection for public transport in Gdańsk and neighboring municipalities for the period 2027-2030: Control of transport documents and adherence to transport conditions for animals and items in public transport vehicles; collection of additional fees and transport charges for travel without a valid ticket, lack of entitlement for reduced/free travel, violations of regulations for carrying animals/items, vehicle stops or route changes; processing fees for cancelling additional charges for passengers issued payment demands. Debt collection and enforcement for unpaid fees, and continuation of debt collection for outstanding cases from the current contract for additional fee collection running until 31.12.2027. As of 24.04.2026, 38,109 payment demands (unpaid/partially paid, without lawsuit/bailiff request), 4,970 court cases (unpaid/partially paid, without bailiff request), and 22,477 court cases (unpaid/partially paid, referred to bailiff) from the period 01.01.2018 to 31.12.2023 were in collection. From the period starting 01.01.2024, 19,528 payment demands (unpaid/partially paid, without lawsuit/bailiff request), 10,715 court cases (unpaid/partially paid, without bailiff request), and 7,717 court cases (unpaid/partially paid, referred to bailiff) were in collection. The current monthly number of controls is 10,890, and the monthly number of penalized persons is 3,203. The collection rate in 2025 was approximately 62% on average. Processing of passenger complaints, appeals, and grievances regarding control activities. Preparation of documentation for granting debt relief for receivables of the City of Gdańsk, in accordance with City Council Resolution No. XLVII/1430/18 of 22 February 2018. Performance of additional activities related to ticket control or ongoing public transport management. A permanent customer service point must be maintained in the center of Gdańsk, Śródmieście, no more than 1 km from Gdańsk Główny railway station (reference point: ul. Wały Jagiellońskie 2, 54.354855, 18.645588), further items as per the tender documents.
