Scaffolding works for building maintenance in Berlin

Scaffolding works according to StLB-Bau (Z) LB 651 (07/2024): Short-term minor works for building maintenance in commercial and residential buildings as well as administrative buildings in Berlin, specifically in property area 12 of the Prussian Cultural Heritage Foundation (StPK). Works are generally to be performed in occupied or used conditions. A framework agreement with up to three contractors will be concluded for a term from 01.01.2027 to 31.12.2027, with individual orders awarded on a rotation basis. The estimated contract volume for 2027 is 100,000 € gross, though the actual volume may vary. The maximum value of a single order is 20,000 € net. A surcharge of 50 € is granted for small orders up to 500 € net. The distribution of individual orders is expected to be: up to 500 € net approx. 15 %, over 500 to 2,000 € net approx. 35 %, over 2,000 to 5,000 € net approx. 25 %, over 5,000 to 10,000 € net approx. 20 %, over 10,000 to 20,000 € net approx. 5 %. The award procedure follows an upward and downward bidding process according to § 4 para. 4 VOB/A, based on unit prices specified by STLB-BauZ, where bidders offer a percentage markup or markdown on all unit prices. Markdowns greater than or equal to 50 % lead to exclusion. The sole award criterion is price. For the top 3 bidders, average values from markups/markdowns, material surcharges, and hourly rates will be formed, and agreement to these average values is required for contract conclusion.
