Delivery and Integration of High and Medium Voltage Protection and Automation Equipment for Substations: Provision of protection and automation systems, event recorders, and fault recorders; integration of substation equipment into the protection and control system; installation of protected workplaces; participation in commissioning; transfer of operation-relevant information; provision of training; preparation of guideline files based on a framework purchase agreement. The framework agreement has a total volume of net 937,000,000 Ft plus VAT, of which net 655,900,000 Ft plus VAT is subject to mandatory call-off. Main quantities of the framework agreement: 1 pc. complex transformer protection for tertiary transformers, including database creation, system integration, and commissioning; 4 pcs. complex transformer protection (endpoint station), including database creation, system integration, and commissioning; 1 pc. transformer changeover automation, including modification of substation structure (hardware and software changes for compatibility), database creation, system integration, and commissioning; 1 pc. autonomous zero-sequence backup protection, including database creation, system integration, and commissioning; 14 pcs. autonomous backup protection systems, including database creation, system integration, and commissioning; 14 pcs. transformer voltage regulation automation, including database creation, system integration, and commissioning; 24 pcs. transformer tap changer interface, including database creation, system integration, and commissioning; 24 pcs. arc extinguishing control automation, including database creation, system integration, and commissioning; 12 pcs. overhead line basic protection with busbar protection function, including database creation, system integration, and commissioning; 24 pcs. overhead line basic protection with section protection function, including database creation, system integration, and commissioning; 28 pcs. medium voltage distance protection, including database creation, system integration, and commissioning; 20 pcs. feeder basic protection, including database creation, system integration, and commissioning; 80 pcs. feeder backup protection, including database creation, system integration, and commissioning; 80 pcs. The products to be supplied must comply with the requirements of Type Plan III-M301/5 and the standards of Technical Specification 3.1, particularly being IEC 61850 compatible and mountable in 19-inch frames or on relay panels to replace old Protecta EP and OmegaProt devices. The dimensions of the new devices must not deviate from the replaced devices; in case of deviation, a suitable conversion system must be provided. The protection and automation equipment must eliminate network faults in the affected fields or feeders of the substations and prevent power supply during faults, even in case of failure of an element of the protection-automation subsystem or the primary system (n-1 principle). Detailed tasks are included in the Technical Description and the draft contract of the tender documents.
