Economic and financial analyses for TOP_PLUSZ projects in Pécs: Preparation of analyses considering Regulation 2021/1060/EU (CPR) Article 73, Government Decree 256/2021. (V. 18.) on the use of EU funds 2021-2027 § 106, the calls for proposals TOP_Plusz-6.2.1-23, TOP_Plusz-3.4.1-23, TOP_Plusz-1.3.2-23, the European Commission's Vademecum (Economic Appraisal Vademecum 2021-2027), and other relevant Hungarian CBA guidelines. The analyses are based on the methodological guide for economic and financial analysis of the TOP Plusz operational program (TOP_PLUSZ KPÚ), a CBA analysis matrix containing the project list, and the foundational documents and technical documentation of individual projects; permit and execution plans are not available. Simplifications are possible for projects with eligible costs under 700 M Ft. The analyses include: 1. Full economic Cost-Benefit Analysis (CBA), mandatory for ERDF-type projects with eligible costs over 700 M Ft, assignable to sectors listed in Table 3 of TOP_PLUSZ KPÚ. 2. Simplified economic Cost-Benefit Analysis, possible for all ERDF-type projects, regardless of eligible costs, assignable to sectors listed in Table 3 of TOP_PLUSZ KPÚ. 3. Cost-Effectiveness Analysis (CEA), possible for all ERDF-type projects, regardless of eligible costs, assignable to sectors listed in Table 3 of TOP_PLUSZ KPÚ. 4. Least Cost Analysis (LCA), possible for all ERDF-type projects, regardless of eligible costs, assignable to sectors listed in Table 3 of TOP_PLUSZ KPÚ. 5. Multi-criteria Analysis (MCA), possible for all ERDF-type projects, regardless of eligible costs, assignable to sectors listed in Table 3 of TOP_PLUSZ KPÚ.
