Granting of subsidies to close the economic viability gap for the construction and operation of a sustainable gigabit network infrastructure in Bautzen District, Cluster 19: The cluster includes parts of the municipalities Arnsdorf, Großröhrsdorf, Lichtenberg, Ottendorf-Okrilla, Radeberg, and Wachau, covering 6,486 addresses. The infrastructure must provide reliable bandwidths of at least 1 Gigabit/s symmetrical, in accordance with the Federal Gigabit Directive (Gigabit-RL 2.0 of 13.01.2025). The procedure is a two-stage negotiation process with a preceding Europe-wide call for competition. Minimum requirements for bidders include a turnover of at least 4,000,000 € from comparable services in the last four financial years, and reference projects with at least 4,000 subscribers. Subsidies will be paid in tranches upon reaching milestones; the selected bidder will become the owner of the networks.

Replacement of Core and Access Switches for communication networks: Substitution of existing Extreme Networks switches from the X440 G2 series and comparable models to ensure continued software updates and support. The measure includes a network restructuring by dissolving the separation of voice and MAN areas, reducing Rapid-Spanning-Tree domains for DSL-based copper rings to prevent network-wide impacts from RSTP events, and introducing an Underlay/Overlay architecture. This architecture must enable scalable Layer 2 overlays, be integrable into existing and new RSTP domains of the copper rings, and provide a standard-compliant Underlay (e.g., SPBM, IP/MPLS, IP/VXLAN/EVPN). Existing Extreme ISW switches and Extreme 5320 and 5420 are to remain operational in the target network.
