What is Contract Volume?
Contract volume refers to the total value of a public contract. It is a central figure in procurement law, determining which procedures and regulations apply.
Significance
| Contract Value | Consequence |
|---|---|
| Below de minimis | Direct award possible |
| Below national threshold | Simplified procedures |
| Above EU threshold | EU-wide tender required |
Calculation Rules
The net amount (excluding VAT) is decisive. Options, extensions, all lots, and framework agreement lifetime values must be included. Artificial splitting to stay below thresholds is prohibited.
Current EU Thresholds (2024–2025)
| Contract Type | Threshold |
|---|---|
| Construction | EUR 5,538,000 |
| Supplies/services (general) | EUR 221,000 |
| Supplies/services (federal) | EUR 143,000 |
