What is Standard Form 124?

Standard Form 124 (Formblatt 124) is a standardized self-declaration form from Germany's procurement handbook (VHB) used in public construction contracts. It allows bidders to demonstrate eligibility through self-declarations without immediately providing all individual proofs.

The form covers three main areas:

Economic and financial standing: Annual turnover for the last three years, turnover from comparable services, liability insurance information.

Technical and professional ability: Reference projects of comparable type and size, average annual employee numbers, technical equipment.

Reliability: No exclusion grounds, proper payment of taxes and social contributions, no insolvency, registration in professional registers.

Usage in Practice

  1. Bid submission: The bidder submits the completed form with their bid
  2. Evaluation: The authority reviews the self-declarations
  3. Evidence request: Actual proofs are requested from the best bidder before award

Alternative: Pre-Qualification

Instead of Form 124, pre-qualified companies can provide their PQ number, which permanently replaces individual proofs and significantly simplifies bid submission.

Common Mistakes
