What is a Reference List?

A Reference List is a structured compilation of projects and contracts that a bidder has successfully completed. It serves as evidence of technical and professional capability in the procurement process.

Requirements

Authorities define minimum requirements for references in tender documents:

  • Comparability: References must be comparable in type and scope to the tendered contract
  • Recency: Typically from the last 3 years (up to 5 years for construction)
  • Minimum number: Usually 3–5 comparable references required
  • Minimum volume: References must reach a certain minimum value

Content

A complete reference includes project description, client name and contact details, performance period, contract value, scope of services, and relevant special features.

Reference Confirmation

Authorities may require references to be confirmed by the respective client through reference letters, formal certificates, or permission to contact the reference directly.

Common Mistakes

References outside the required timeframe, insufficient comparability, incomplete information, and using parent company references instead of the bidding entity's own.
