The evaluation report (German: Wertungsbericht) is an internal document of the contracting authority that systematically records the assessment of all received bids. It forms the basis for the award decision.

Structure

A complete evaluation report follows four stages:

  1. Formal review: Timely receipt, completeness, signatures
  2. Suitability assessment: Professional competence, financial standing, reliability
  3. Price reasonableness: Check for abnormally low tenders
  4. Value-for-money assessment: Application of award criteria, scoring, ranking
