Engagement of one or two short-term experts for telecommunications cybersecurity and resilience in the Dominican Republic: Support for the National Cybersecurity Center (CNCS) in assessing vulnerabilities and resilience within the telecommunications environment and strengthening national capacity for future assessments and risk management. The assignment combines a practical, risk-based assessment with embedded capacity building and knowledge transfer. The service will be primarily an on-site secondment in the Dominican Republic, with a maximum duration of 120 person-days over approximately six months, of which up to 30% may be delivered remotely. Additionally, up to 15 person-days of organizational backstopping support from the experts' home organization are possible. Commencement is expected in January 2027. Costs for expert remuneration, flights, accommodation, and daily allowances are covered by HAUS Finnish Institute of Public Management Ltd, with CNCS acting as the host organization. Food dryer for small-scale industrial use

Food dryer for small-scale industrial use: Delivery of a fish dryer with drying trolleys for installation at the Mourusalmi fishing harbor owned by the municipality of Posio. The dryer must be a thermally insulated container with a stainless steel food-grade interior, approved for food use, and easy to clean. The dryer is to be housed in an approximately 6-meter long shipping container and must have a capacity of at least 500 kilograms of fish per drying batch. The operating principle is electric forced-air drying with sufficient drying power and comprehensive air circulation. Continuous moisture measurement of the fish batch is required for monitoring and adjusting the drying process. A sufficient number of drying trolleys with grids, proportional to the dryer's capacity (1 x dryer capacity), is needed. The drying trolleys must fit through the fishing harbor's doorways, with a maximum height of 190 centimeters (including wheels) and a maximum width of 90 centimeters. The trolley grids must be suitable for the fish to be dried, and the trolleys must have a removable drip tray at the bottom. Primarily roach, vendace, and fish skins will be dried; the size of whole fish ranges from vendace (6 centimeters in length, 1.5 grams in weight) to roach (approx. 15 centimeters in length, approx. 100 grams in weight). The dryer must be technically simple enough for local maintenance and repairs. The dryer container unit comes with a two-year warranty from commissioning, and the spare parts warranty is at least five years. The container may be used, but other materials must be new; for a used container, proof is required that it has not received EU support in the last five years. Delivery is by spring 2027 at the latest. The supplier must describe the dryer's drying principle, cleanability, and the dimensions of the drying trolleys. Electrical connection data, as well as water and sewage connection data for the dryer, must also be included. The selected supplier will provide a dimensioned drawing of the container's HVAC connections for foundation planning. The delivery includes the commissioning of the dryer container and training on operation and maintenance at the Mourusalmi fishing harbor. The dryer will be delivered as a ready-to-use container to the Mourusalmi fishing harbor in Posio, placed on foundations built by the client. The client is responsible for foundation construction, container lifting, and connections. The supplier is responsible for the commissioning inspection and training on operation and maintenance, further items as per the tender documents.

Software and Equipment for Fleet and Time Tracking

Delivery of a fleet tracking, fleet planning, and reporting system, as well as a time tracking system as a service. This includes a positioning service for vehicles and work machines, a fleet planning and tracking system, and a time tracking system. The first two components must operate in the same software environment. Equipment delivery must include installation instructions and, if necessary, installation service. Fleet quantities are estimates, and billing is based on actual quantities in use.
